Who determines what's evil, wicked and/or sin, man or God? God does!
God commands us to refute (Greek: elencho, “to expose, correct”) all works of darkness;

We are Not to Seek God's Will; But Rather, God's Inspired Words
Interestingly, as much as we hear about “seeking the will of God,” no such thing is taught in the Bible. Nowhere in the Word of God are we commanded to “seek the will of God.” Rather, Romans 12:2 commands us to do 2 things that we may “prove” what is God's will for us:
1. Be not conformed to this world (i.e., Biblical separation)
2. Allow the Word of God to renew our minds; thus, transforming us from within.
The word “prove” is an interesting word. The Greek word here is "dokimazo" and means:
1) to test, examine, prove, scrutinize (to see whether a thing is genuine or not), as metals
2) to recognize as genuine after examination, to approve, deem worthy
Thus, the believer is to scrutinize EVERYTHING with the Light of God's Word. We are to “test” and “examine” our life and the decisions we are about to make with the inspired Word of God. In doing this, the will of God becomes self-evident. Always remember, the only way to expose the darkness is to shine the Light of God's Word, the Holy Bible, upon it. Amen!
